Who runs Medicaid in Wisconsin

Medicaid in Wisconsin is administered through BadgerCare Plus (Wisconsin Department of Health Services). Eligibility and applications are handled by the state, not by an insurance agency, and there is no charge to apply.

Wisconsin has not adopted the ACA Medicaid expansion, so coverage for adults without children is limited. Some residents in that gap qualify for marketplace help instead. Wisconsin has not adopted the standard ACA Medicaid expansion. It covers childless adults and caretaker relatives up to 100% of the federal poverty level through a separate BadgerCare Plus waiver, not the ACA's 138% FPL expansion pathway. Because ACA marketplace subsidies are available starting at 100% FPL, this differs from a state with no expansion program at all.

If your Medicaid changes or ends

Losing Medicaid can open a special enrollment period to buy marketplace coverage. Act quickly, because the window to enroll after losing coverage is limited. You can call us to talk through the options, or contact the marketplace directly.

Medicaid and Medicare

Some people have both. If you are 65 or older, or disabled, and qualify for Medicaid, your state may help pay Medicare costs. Wisconsin Medigap Helpline can explain this for free.
